The World Food Program and the EU are the largest sources of assistance, while the USA has taken over from Italy and the former Soviet Union as the major bilateral donor. Aid per capita is low by regional standards. However, long-term development assistance and balance of payments support look set to continue their recent growth. Aid is now playing an increasingly important part in the economy. The emphasis is shifting from food aid toward credit for infrastructure development.
